Residents of Dolphin House, a flats complex in South Dublin, have initiated a “human rights campaign” alleging “betrayal” by the State and Dublin City Council. In a passionate statement, the community accuses authorities of failing to deliver on promises of regeneration for the 70-year-old complex.

Dolphin House Residents Highlight Decades-Long Neglect and Health Hazards

For over two decades, Dolphin House residents have awaited for a comprehensive regeneration. The Dolphin House Regeneration Board and the Dolphin House Community Development Association draw attention to the declining conditions that lead to major health problems, such as mould, dampness, overcrowding, and antisocial behaviour.

While a partial regeneration was completed years ago, benefiting fewer than a quarter of the residents, many issues remain unresolved. A senior citizen’s complex by Fold Housing Association stands as a rare example of quality within the estate. Despite an agreed masterplan for 700 social housing units, progress has stalled, exacerbating the housing crisis. 

Residents lament the community’s decline, with longstanding families losing hope and seeking to leave. Dolphin House has undeveloped land that could house over 100 people; as a result, more than 90 social housing units are lost.

Dolphin House is not alone; several other local regeneration projects face similar stagnation, collectively capable of providing 2,500 high-quality social housing units. The community’s plea underscores a critical need for urgent action and renewed commitment to fulfil longstanding promises.
